I want to book 2 reserved seats on the 11:50 am trainOR 1661 on 9 October from Bucharest to Iasi in Romania. I have been unable to book these seats on either the app or the DB website. I must travel on this day to meet up with a tour group. I am currently in Poland and cannot visit a Romanian train station.
can anyone out there offer me advice please?

Reservations are only available at a Romanian ticket office, not online. You can book at any CFR ticket office anywhere in Romania. Since Romanians book quite late, it's usually not a problem to get a seat a short time in advance. You can see on the CFR website how many seats are still available, currently 26 in 1st and 208 in 2nd class.
